I Need Help regarding website building?

Wel i want to create a website for my school, i hav got a free online community, www.simplemachines.org!... But the problem is that i am not able to find a suitable free web hosting site which has php and ftp support!...

I tried yahoo geocities, although it has php support but it doesnt has ftp support in free use!...

So i need ur help regarding whr to get a good web hoasting site and also help in building it!

Also do i need to hav php installed in my computer?
